As outlined in Robert’s Rules of Order, Newly Revised (11th Ed), “the Parliamentarian is a consultant… who advises the president and other officers, committees, and members on matters of parliamentary procedure. The parliamentarian’s role during a meeting is purely an advisory and consultative one -- since parliamentary law gives to the chair alone the power to rule on questions of order or to answer parliamentary questions.” (pp. 465)

In the GPSA, the Parliamentarian aids the Chair and Council in the appropriate conduct of meetings: how to put forward motions and resolutions that are in order; providing interpretation of GPSA governing documents and procedures; and generally aiding the flow of Council business. The Parliamentarian is appointed by and reports to the Chief of Staff, and sits on the Executive Committee, but remains an impartial member of Council who should act to support its members to conduct business in a consistent and efficient manner.
